THIRUVANANTHAPURAM: Labour Minister Shibu Baby John has said that as part of making registration of migrant workers compulsory, the State Government will enact a piece of legislation called Compulsory Registration of Migrant Workers Act 2012. Briefing mediapersons here on the achievements of the Labour Department in the first year of the UDF Government, the Minister said that the legislation would be made this year itself.  The Minister said instructions have already been issued to complete the registration of migrant workers by September 30. The employers, who engage the migrant workers, also have to register with the Labour Department.  Special centres will be opened in all the 14 districts for the purpose.  For solving the accommodation problems being faced by the migrant workers, the government would construct a migrant workers’ accommodation facility here as a pilot project under BOT basis. Similar facilities  would be built in other centres also in future, the Minister said. He said wage security scheme will be introduced in the current fiscal. As  part of this, Wage Protection Act will be introduced. Workers in small- scale banks, IT sector, private finance institutions, textile institutions, jewelleries, self-financing sector and construction sectors  will be paid their salaries through banks to ensure that they get their legitimate benefits.Plantation Housing Schemes  The Labour Minister said that a plantation housing scheme would be implemented to provide accommodation to the plantation workers. Steps have been taken to identify land for this in the Idukki district. He said  welfare pension for workers will be disbursed through banks from April 1, 2013 with the computerisation of welfare fund offices. He said some of the major achievements of his department in the past one year include setting up of job portal/placement cell, ISO certification for ITIs, Kerala Academy for Skills Excellence and hundred percent spending of amount allocated for insurance medical service.
