BSP chief Mayawati earlier demanded death penalty for those convicted of heinous crimes against women.

New Delhi: 3.53 pm: Sitaram Yechury says, "What is happening is that 3 out of 4 registered rape cases go without being punished. It is not about policing and law and order only. It is some thing in the society that needs to be looked at also."

"We are just not able to protect our women and children. What is this beastly act against a 5-year-old child? what is the growing economy we are taking about? Words fail me to condemn the acts that have been happening against the girl child in the worst possible way," Yechury adds.

2.54 pm: Mayawati blames films and vulgar advertisements with adult content for the next generation going the wrong way.

2.44 pm: Mayawati says, "A strong anti-rape bill passed but that has not been a deterrent. There should be death sentence to the accused in such cases. Only death punishment can deter them. There is a need for reforms in police also."

11.40 am: BJP's Ravi Shankar Prasad requests the Rajya Sabha Chairman to allow a discussion on leaked draft report of JPC on 2G. Chairperson says, "Post the 2.00 pm discussion on violence against women, if the time allows, this discussion can take place." Congress's Rajeev Shukla then says, "If a discussion is to be made, it should include leakages of all reports - JPC, PAC and CAG reports."

11.20 am: Parliament adjourned. Lok Sabha adjourned till 12 noon after uproar over Delhi rape, the CBI coal scam report and the Mamata Banerjee heckling incident.

Rajya Sabha adjourned for 15 minutes after uproar over rising crimes against women.

11.08 am: DMK moves 'Breach of Privileges' motion on leaked JPC draft report.

11.00 am: Parliament reconvened on Monday for the second half of the Budget Session. The Opposition did all it could to corner the government on a host of issues. The UPA will hope to maneuver with allies to get its way.

10.48 pm: PM requests all House members to allow Parliament to function smoothly. "The government is ready to discuss all issues that the Opposition wishes," he said.

The opposition is expected to blockade proceedings on the rape of the 5-year-old in Delhi, the JPC report on 2G that gave a clean chit to the PM and the government's alleged interference in the CBI probe in the coal blocks allocation scam.

The BJP and the AIADMK earlier moved notices for the suspension of the Question Hour to debate these issues. Home Minister Sushil Kumar Shinde is expected to make a statement on the rape issue.

The PMO, however, labelled it a pressure tactic. "The Opposition is using pressure tactics, It doesn't work like that. We are ready to discuss every issue," MoS PMO V Narayanasamy said.

"They keep asking for everyone's resignation... How's that possible?" he asked. "We are in touch with all allies even those who are supporting from outside. There are important bills to pass."

BJP leader Prakash Javadekar, however, said, "They (government) are looting the country and now they are in a massive cover up. People are angry over corruption, inflation, unemployment, poor implementation of rape law, the JPC cover up, increasing amount of rapes... These are issues we want to raise."

Meanwhile, the DMK spokesperson TKS Elangovan has said that the JPC draft report on 2G scam is incomplete without presenting former telecom minister A Raja. "Without his reply, how can the report be called a full and fact finding report? In the court of law, the accused has a right to defend himself. Here there are no comments by Raja. My demand is that for the report to be called as full report, Raja should be called."
