THIRUVANANTHAPURAM: The performance of each MLA during the Assembly sessions to be evaluated and the information on this would be posted on the Assembly website, Speaker G Karthikeyan has said. Evaluating the three-day orientation programme organised for MLAs in the Banquet hall of the Assembly here on Saturday, Karthikeyan said that at the end of every Assembly session a “performance audit” would be held and the report would be published on the Assembly’s website. The total attendance of the MLA, number of questions asked, the discussions he or she had participated will be given in the audit report. The Speaker said due to the delay in telecasting of the Assembly proceedings, the proceedings would be webcast without further delay. All the visuals of the proceedings will be available on the website. Karthikeyan said following the implementation of the Right to Information Act, the method and structure of questions and answers had to be restructured. Steps to be taken in this regard will be discussed by the Rules Committee of the Assembly. When a minister replies to a query that information is being collected, the follow-up action of collecting information had to be done within 15 days. If the information is not made available with in 15 days, the ministers will have to make a statement citing the reasons for the delay. He hoped that ministers would cooperate to implement this rule strictly. In the case of submissions, the minister’s replies would be treated as assurance and follow-up action will be taken. The Speaker said an amendment has already been effected to the rule that when a law is enacted, the rules related to it are to be issued within 3 months and the same have to be considered by the subject committees within three months. He said there was a suggestion to convene a special session of the Assembly exclusively for enacting legislation. He said steps had been taken to publish a book comprising the important rulings of Speakers from the first Kerala Assembly onwards. He also said that the suggestion to publish a book on parliamentary and legislative precedents would be considered. The functioning of the subject committees would be strengthened. Releasing a handbook on the technical aspects of the Budget is also under consideration. On the first day of the programme, 95 MLAs participated. On the second day, 80 of them were present. However, on the concluding day, only 54 MLAs were present. In the three-day orientation programme, 39 of the 44 first-time MLAs participated.
