BANGALORE: Acting on a private complaint, the Lokayukta Special Court, on Saturday, ordered an investigation against IAS officers BDA Commissioner Bharat Lal Meena, Principal Secretary to Higher Education Department H Siddaiah and  former BDA chief Subhir Hari Singh for allegedly permitting sanction plan for the construction of apartments in  J P Nagar violating rules.C Lakshmi Narayana, former councillor of Hulimavu, is the complainant. He alleged that the State government had denotified seven acres and 13 guntas of land in J P Nagar 9th phase in 1996.  “The land owners M R Ramesh and his sons M R Satish and M R Ravi had undertaken that the land will be maintained as nursery and if the condition is violated, the BDA could withdraw the allotment. Later, the land owners entered into a joint development agreement with SJR Enterprises Pvt Ltd to build an apartment in five acres and 13 guntas of land,” he submitted. The then Special DC converted the land from agricultural use to residential use on October 28 of 2006. “The owners and the builders jointly prepared a building plan on complete seven acre land and produced it before the BDA. Siddaiah, who was the BDA Commissioner, approved the plan and sanctioned it on February 25, 2008, while the then Chairman of BDA, Subhir Hari Singh, also signed the sanctioned letter,” Lakshmi Narayana alleged.“After the construction work started, I approached the BDA and complained. But Bharat Lal Meena, the BDA Commissioner, failed to act on my complaint and did not take back the land as per the rule,” he submitted to the court.
