The visitors enjoyed the better of the first half, but without injured strikers Louis Saha and Victor Anichebe, they struggled to test Fulham 'keeper Mark Schwarzer.
Fulham had a good chance in the second half but Everton 'keeper Tim Howard made a smart save to deny his United States teammate Clint Dempsey.
Schwarzer also made several good stops to ensure Everton's poor run continued. David Moyes' side has three points after six Premier League games and went out of the League Cup to third-tier club Brentford in midweek.
