In a social media post on X, Tobgay hailed Modi’s trip as a testament to the “Modi Ki Guarantee” phenomenon, praising the Prime Minister for keeping his promise despite challenges.
“A big thank you to my brother, PM @narendramodi Ji, for visiting us. Neither his busy schedule nor inclement weather could prevent him from fulfilling his promise to visit us. This must be the #ModiKaGuarantee phenomenon!,” Bhutanese PM wrote.

“Modi Ki Guarantee” is a popular election slogan of the BJP, promising the government’s commitment to the welfare of all the citizens.
During his two-day visit on Saturday, PM Modi pledged strong support for Bhutan’s development, committing to provide Rs 10,000 crore over the next five years. Additionally, he was honored with the prestigious ‘Order of the Druk Gyalpo’, marking the first time a foreign Head of Government has received this honor, in recognition of his contributions to enhancing the friendship between India and Bhutan.
Prime Minister Modi also spoke of the Bhutanese government’s 13th Five-Year Plan (FYP) and said, “Our full support and cooperation will be there”.
“In the next five years, the government of India will provide support of Rs 10,000 crore in this direction,” he said.
The Prime Minister met with Bhutan’s King, Jigme Khesar Namgyel Wangchuck, and held discussions with Prime Minister Tobgay.
This was Modi’s second meeting with Tobgay this month. Tobgay visited New Delhi last week, marking his first foreign trip since taking office in January.
The two countries exchanged MoUs and agreements in energy, trade, digital connectivity, space, and agriculture. They finalised an MoU to establish rail links between the two nations. Both Prime Ministers acknowledged the strong friendship between India and Bhutan, which strengthens both countries and the region.
PM Modi assured India’s commitment to support Bhutan’s efforts to become a high-income nation and address the priorities of its people and government. He also met with Bhutan’s Fourth King, Jigme Singye Wangchuck.
