Files of Tata Iron & Sponge, Adhunik Corporation Ltd, Jharkhand Ispat, Rathi Steel and Power and Push Steel and Mining are missing.

New Delhi: The mystery behind the missing coal blocks allocation files has been the topic of heated debate in Parliament over the past few weeks. Now CNN-IBN has accessed details of the coal blocks files that are missing and have not been made available to the Central Bureau of Investigation (CBI).

Files of Tata Iron & Sponge, Adhunik Corporation Ltd, Jharkhand Ispat, Rathi Steel and Power and Push Steel and Mining are missing. An FIR was filed in March 2013 against Jharkhand Ispat Ltd Chairman RS Rungta and MD (his brother) RC Rungta. The allegations were of cheating and criminal conspiracy. They had allegedly claimed they had 80 acres of land but in actuality had only 30 acres. They had also claimed at the time of application they had three steel plants but actually had only one.

In the Pushp Steel and Mining Ltd case an FIR was filed in April 2013 against the directors of company - Atul and Sanjay Jain. The allegation was of cheating and criminal conspiracy and they had allegedly misquoted their net worth at the time of application.

In the Rathi Steel and Power Ltd the FIR was filed in June 2013 against the CEO and others for allegedly misrepresenting facts. The company is owned by Pradeep Rathi while others on the board are Kumar Daga, Prem Narayan Varshney, Dwarka Das Lakhotia and Ranjit Khattar.

CBI sources have told CNN-IBN that 12 files are still missing and include the ones on bidding, net worth and exploration of coal blocks. CBI sources also confirm to CNN-IBN that the missing files are very important for the probe into the coal blocks allocation scam. FIRs have already been filed against mining companies for cheating and criminal conspiracy.

Coal Minister Shriprakash Jaiswal has told Parliament that seven files, 173 applications and nine documents related to coal blocks allocation are not traceable.

The CBI had asked for 43 files, 176 applications and 17 other documents to carry on with the investigations.

Prime Minister Manmohan Singh told Parliament that the Central Government has nothing to hide in the coal blocks allocation case. But the Opposition is not satisfied with the Prime Minister's response and has demanded that the he should also be questioned.

Big questions:

Why did the Prime Minister say that it was wrong to assume "coal files had gone missing"?

Why is the government shying away from ordering an investigation into missing files?

Is the BJP constantly raising "missing coal files" only to ensure Gujarat Indian Police Service officer's DG Vanzara letter bomb is not raised in Parliament?

Can truth about missing files come out only after a criminal probe?
