Canada-based Khalistani terrorist Arshdeep Singh alias Arsh Dalla has links with international terror outfit Lashkar-e-Taiba and Pakistan’s Inter-Services Intelligence (ISI), the Delhi Police has found. Dalla’s plan to target leaders of Hindu outfits, sadhus, religious leaders, and people associated with BJP’s ideological arm Rashtriya Swayamsevak Sangh (RSS) was unearthed during a crackdown by the Delhi Police against two terror suspects earlier this year.
Dalla, who has connections with Canadian gangster Goldy Brar and slain gangster Sukhdool Singh, has been involved in several criminal activities. He has also been associated with extremist groups, including the Khalistan Tiger Force (KTF) and the International Sikh Youth Federation (ISYF).
Dalla’s Pakistan Link
The Special Cell of Delhi police arrested two terror suspects Jagjit Singh alias Jagga and Naushad from Jahangirpuri earlier in January this year.
As per the findings, Jagga came in contact with Dalla who was in touch with terror organisations. Dalla along with a Pakistan-based handler Suhail tasked Jagga and Naushad with killing sadhus, religious leaders, and targeted killings in Punjab.
For this, Jagga and Naushad received money and weapons from Suhail.
The Special Cell was the first to establish this connection, which was later shared with the National Investigation Agency (NIA).
The Special Cell’s charge sheet highlights Dalla’s links with the LeT. The documents state that Dalla intended to carry out killings of RSS and religious leaders in Punjab at the behest of the ISI and the LeT.
Naushad and Jagga carried out multiple murders in the Shahabad dairy area on the instructions of Dalla and Suhail, according to their confessions.
“Naushad called his aide to Delhi and rented the second floor of house number 1662, B Block Jahangirpuri. They both decided to continue their terror activities together,” the charge sheet said.
“Jagga came in contact with designated Khalistani terrorist Arshdeep alias Dalla, who instructed him to murder some RSS leaders and prominent individuals opposing the Khalistani movement in Punjab…A nexus had developed between Pakistan-based Suhail, Naushad, Jagga, and Dalla to commit terror activities on the instructions of the LeT. On the other hand, Dalla instructed them to act in Punjab and other parts of the country,” the charge sheet added.
It further said that to prove their credibility to Arshdeep and Suhail and create communal disharmony, the Jagga and Naushad lured a boy named Rajkumar in December 2022 and murdered him at their rented house in Bhalswa Dairy, Jahangirpuri, Delhi.
“They slit his throat, recorded the killing in a video, and sent the video to Suhail through the Signal app. Jagga was in touch with Suhail. They also disclosed information about the recovery of Rajkumar’s body, the weapon used, and the location of the incident, as well as the recovery of the video from their mobile phones. They also revealed the mode of payment they received,” the charge sheet added.
Who Is Arshdeep Dalla
Twenty-seven-year-old Arshdeep Singh hails from the Dalla village in Punjab’s Moga district. He lives in Surrey, British Columbia, Canada with his wife and a minor daughter, according to a report by DNA.
Dalla’s criminal record is reportedly more violent than that of Khalistani separatist Hardeep Singh Nijjar, who was killed outside a gurdwara in Surrey, British Columbia on June 18.
As per the report, Dalla first became active in 2020, with mostly funding, raising terror modules, coordinating the supply of weapons from the other side of the border, and planning specific murders in Punjab.
He and along with Nijjar reportedly formed a three-member KTF module that was in charge of killing Tejinder aka Pinka, the proprietor of the Sunshine Clothes Store in Moga in 2021.
They both again collaborated in 2022 to establish a four person KTF module, to carry out grenade attacks.
Dalla’s name also surfaced in the killing of Manohar Lal, a disciple of Dera Sacha Sauda. He also partnered with gangsters Bikram Brar and Goldy Brar for the illegal smuggling of pistols and magazines.
He left India in July 2020 and has a passport issued by the Jalandhar Regional Passport Office that is valid until August 31, 2027.
