CHENNAI: It is for the TN Dr MGR Medical University to decide the period within which the MBBS course has to be completed. If regulations have been complied with, “this court cannot issue any direction contrary to those regulations,” the Madras HC has observed.Justice K Chandru made the observation while dismissing a writ petition from P Manikavasagam praying for a direction to the university to permit him to rejoin in the second-year MBBS degree course.As per the scheme envisaged by the Academic Board in terms of Section 14 of the TN Medical Universities Act, a student can complete the course within the double duration period of 11 years. The normal period is 4-1/2 years plus one year internship. Since the petitioner discontinued his MBBS studies on five occasions and 20 years had elapsed from the date of his admission in the first-year course, the university denied permission to re-admit him for the sixth time. So, he moved the HC. In such matters, it was for the Academic Board to take the call and the court could not have any say in it, the judge said and dismissed the petition.
