BANGALORE: Five days after the presentation of the budget, councillors from Congress are now demanding the Bruhat Bangalore Mahanagara Palike (BBMP) to present this year’s budget again.On the first day of the discussion meeting held on Tuesday, Opposition leader, Uday Shankar demanded the ruling party to present the budget again, as the present one, according to him is not realistic. He said that the budget has already been presented late, and will take atleast two months time for State Government’s approval. “In the remaining five months of the present financial year, it is not possible for the ruling party to execute the budget,” he said.Speaking on the previous year’s budget, Uday Shankar said that the ruling party failed to execute 63 per cent of the proposed budget. He attributed the failure to the late presentation of budget. “When the reason for the failure of the last year’s budget was known, they committed the same mistake this year too. If they want to present the budget so late, they should make a resolution to present budget in the month of August,” he suggested.According to Uday Shankar, the revenue anticipation by the BBMP is unrealistic. He blamed BBMP for bloating the receipts to present the budget with an outlay of `9,196 crore. Though the BJP has expected `870 crore from telecom operators for laying Optical Fibre Cable, the BBMP has not framed rules and guidelines to collect the same.Udayshankar charged the ruling party for making it Bharatiya Janatha Party budget.He took objections for mentioning names of BJP city unit president Subba Narasimha and BJP district president Sachidananda. He questioned how the BJP could have their names in the BBMP’s official document budget copy when they are not elected representatives. He further took them to task for printing budget copy in saffron colour. During the discussion, Uday Shankar said the ruling party has differentiated in granting Assembly grants. He explained that in the present budget, BBMP has allotted 26 crores to Jayanagar, 45 crores to Padmanabhanagar, 29 crores to Malleshwaram while Hebbal, Basavanagudi, C V Raman Nagar, Yelahanka, Yeshwanthpur has been allotted just `10 crore. Uday Shankar further said that BBMP has allotted `162 crores to 112 BJP councillors. Out of 67 Congress councillors, only 21 councillors have been allotted `71 crore, while it is `21 crore allotted to 8 Councillors out of 14 JD(S) Councillors and out of five independent councillors, three of them got `4 crore. He demanded Mayor to allot equal funds to all the 198 wards.
