Pondicherry: With no single party getting a majority on its own, the Union Territory is heading towards a coalition government.
The Congress, which has emerged the single largest party with 10 seats, is certain to stake claim to form the government.
AICC General Secretary B K Hariprasad and senior party leader Motilal Vora are scheduled to arrive in Pondicherry on Friday for discussions on government formation.
However, political analysts are keeping their fingers crossed on the question of Congress allies, especially the DMK, extending support to the government -- possibly from outside if they don't join the government.
General expectations are that the Congress may follow the Tamil Nadu model where no party has secured a majority on its own.
The party has agreed to extend support from the outside to the DMK in Tamil Nadu.
Sources said DMK MLAs are in favour of taking part in the government though it is party president M Karunanidhi who will take the final decision.
Another question is whether incumbent Chief Minister N Rangasamy will retain his position or some other name will be proposed by the party. Mr Rangasamy's chances suffered with the entire Karaikal region deciding to vote against the party.
According to sources, the DMK is likely to oppose his candidature for chief ministership, citing his propensity to direct all welfare schemes to his own constituency, Thattanchavady.
Sources said former chief minister Vaithilingam and health minister E Valsaraj are also eyeing the top positions. In this scenario, the process of electing the CLP leader and formation of a ministry is expected to take place only by the end of May.
The process will begin only after AICC leaders hold talks with the newly-elected legislators and the leaders of alliance parties, including Karunanidhi.
Meanwhile, Mr Rangasamy tendered his resignation to Lt Governor M M Lakhera on Thursday. He has been asked to continue as a caretaker chief minister till a new government is sworn-in.
