THIRUVANANTHAPURAM: Major IT firms like Wipro Technologies, Tata Consultancy Service  (TCS) and  NIIT Technologies are among the six major companies which have come forward to be the state-designated agency for developing the user-interface for the ambitious Crime and Criminal Tracking Network System (CCTNS) for the Police Department which will take off in the state this month. Kerala, along with Uttar Pradesh and Assam,  are the three states selected by the Union  Ministry of Home Affairs for the pilot launch of the project.  Stated as the most advanced technology,  once developed,  the  CCTNS would take policing to the next level on par with those prevailing in developed countries.  CCTNS will connect and share real-time information and data on crime and criminals throughout the state and country,   thereby strengthening the information base of the investigating officers.    “Those companies which had shown the expression of interest will be given a chance to make their presentations.  We are working out the modalities and  once completed, the CCTNS project will be launched in the state,”  said irector-General of Police Jacob Punoose. The project which would cost around Rs 2,000 crore was planned in 2007 and speeded up by the Home Ministry after reports of growing terror networks in the country and was approved in 2009.  The Planning Commission  had also earmarked the expenditure for CCTNS  in the Eleventh Five Year Plan.  CCTNS will create a national databank of crime and biometric profiles of  criminals.  This database will be linked with the databases of other agencies of the criminal justice system like courts, jails, immigration, passport authorities, forensic labs, Transport Department and even mobile phone companies. HCL Infotech,   Rolta India Ltd and SFO Technolgies are the other companies which have come forward for the project.  The selected company would help in undertaking the project initiation and management activities at the state-level. According to the Home Ministry plan,  the project would be rolled across the country in a phased manner and would cover 1400 police stations in the country.  As per the project, all state police headquarters will be connected to the National Crime Records Bureau (NCRB) and also with the National Intelligence Grid (Natgrid).
