Delhi Police arrested eight individuals, including a travel agent and an airport ground staff. The four passengers who were on their way to their destination had to pay a hefty price

The Delhi Police have arrested four individuals for using a fake Continuous Discharge Certificate (CDC) at the Indira Gandhi International Airport to get past required security and immigration checks to travel to Birmingham.

A CDC also called Seaman Book, serves as an official document for certain professionals, enabling them to travel internationally both through airports and seaports. This document is specifically issued to employees in the Merchant Navy, Cruise Line workers, and fishermen on fishing vessels.

The four passengers also took the help of a travel agent and an airline ground handling staff. All of them along with another individual have been arrested in the case.

The security personnel at the airport grew suspicious when they noticed four passengers talking over their respective phones for a long duration and following instructions they were receiving throughout the security and immigration checks.

A senior airport security official said that around 10:40 am, the CISF Intelligence team led by Inspector Dheeraj Kumar was on routine patrol outside Terminal 3 of Delhi airport. This team also included CISF Sub Inspector Anuj Kumar, Head Constable Sandeep Kumar and Constable Monique Kumar.

The CISF intelligence team noticed four passengers standing outside gate number four of the terminal. All four look nervous and hesitant. The team noticed that one of these passengers was talking to someone over the phone and receiving instructions from the person.

Following this, Assistant Sub-Inspector (CISF) Ajit Kumar posted in the Security Operation Control Room (SOCC) was asked to keep an eye on these four through CCTV cameras.

It was seen that after some time, the phones of all four passengers rang at the same time, following which all of them entered the airport terminal from Gate Number four. After completing the process of check-in, immigration and pre-embarkation security check (PESC), all four reached the security hold area (SHA).

The four passengers were not only talking over their respective phones, but were also following the instructions they were receiving over their phones. This intensified the suspicion of the airport intelligence team.

During their surveillance, it was found that all four passengers first reached Boarding Gate Number 15 and then moved towards Boarding Gate Number 20B where they waited for some time. Meanwhile, an airline ground handling staff was seen with them. The security personnel nabbed all four passengers and the airline staff at that moment.

During their interrogation, the four passengers were not able to give satisfactory answers and hence all of them were detained. The four have been identified as Harmanjot Singh, Jaiveer Singh, Dilsher Singh and Kulwinder Singh. The airport ground handling staff detained along with them was identified as Salman Abbasi.

Following interrogation, the CISF handed over these four passengers along with airline staff Salman to the IGI Airport Police. The IGI Airport Police registered a case on the complaint of the CISF against the five under Sections 420, 468, 471 and 120B of the Indian Penal Code.

All five have been arrested. After intensive police interrogation, it was revealed that all four passengers had reached IGI Airport to travel to Birmingham by an Air India flight (AI-113). Their journey from Delhi to Birmingham was arranged by a travel agent named Paramjit Singh.

It was also found out during the investigation that Paramjit Singh had demanded Rs 22 lakh from each passenger to sending them to Birmingham. These four had already paid Rs 10 lakh in advance. The remaining amount had to be paid to the travel agent, identified as Paramjit Singh after reaching Birmingham. Singh had arranged fake Continuous Discharge Certificate (CDC) for all four passengers. Through this fake CDC, the four passengers had completed their immigration checks.

According to IGI Airport DCP Usha Rangnani, former Delhi airport employee Shahnawaz was also arrested in the case. The Delhi Police arrested mastermind Paramjit Singh from Hoshiarpur in Punjab. During Paramjit Singh’s interrogation, he revealed the name of another person named Pradeep Singh who was also arrested from Hoshiarpur. A total of eight arrests were made in the case.
