Law officers appointment raises hackles

The recent appointment of 67 law officers in Ganjam district has raised hackles. Legal luminaries have petitioned the Chief Minister and the Orissa High Court for revision of the order.

They alleged that the Law Department and the Ganjam Collector did not follow the procedure for appointment of the officers.

Besides, they argued that some APPs appointed in Aska, Khallikote, Chhatrapur and Berhampur are non-practising advocates who had never conducted a

single case after obtaining licence from the State Bar Council.

Demanding an inquiry, the lawyers said the Orissa Law Officers Rules, 1971, were violated during the appointment.

The rule requires the district magistrate to draw up a list of names in consultation with the district and sessions judge. However, they alleged that the district and sessions court judge, Ganjam, approved the list of advocates proposed by the collector.

Moreover, the appointment notification issued by the Law Department was communicated to some newly-appointed law officers who were directed to join immediately without mentioning the court.
