Bangalore: Karnataka High Court on Thursday put the onus on the state government for safety guidelines in schools after a three-year-old was allegedly raped by school staff in the premises of a Bangalore school.
Directing the state government to take steps for a safer school environment, Justice Venugopal Gowda ruled, "No serious effort have been put in by the education department and effort by the state government is not coordinated."
The court asked the government to constitute a committee headed by an officer not below the rank of Additional Chief Secretary. The court also thrashed the state government and Bruhat Bengaluru Mahanagara Palike (BBMP) run schools for not doing enough to implement guidelines against sexual harassment in schools.
Coming down heavily on the government, the court said, "When the government is not being a role model, how can you create orders? When the education department has funds for schemes like mid-day meals, why can't you provide funds for this."
The court has scheduled next hearing on November 7 for further proceedings. The Committee members and the officer are to be decided and submitted to the court by the state government. The court also said that if the aided schools do not implement the guidelines, the salaries of their staffs will be stopped.
