Yumkhaibam Thoibi (35) and her children drove out a goat of her neighbour Moinam Majar (60) from her house at Hiyangthang Tarahei Khongjil Chingya, about 35 km from here, police added.
An argument followed during which Majar took out her double barrel rifle and shot at her neighbour who sustained injuries on her eyebrows.
Majar was arrested, the police said.
The injured was taken to a nearby hospital where her condition was stated to be out of danger.
