BHUBANESWAR: The State Government which has made 50 per cent reservation for women in the Panchayat Raj Institutions (PRIs) has come out with the draft proposal for the zilla parishad president posts. According to the proposal, zilla parishad president posts in Angul, Kalahandi, Keonjhar, Koraput, Khurda, Gajapati, Jharsuguda, Dhenkanal, Nayagarh, Bargarh, Balasore, Boudh, Malkangiri, Rayagada and Sambalpur have been reserved for women. In the last panchayati raj elections in 2007, at least 12 ZP president posts had gone to women candidates. When the polls take place next year, at least 11 of the districts where ZP presidents were male will have gone to women. In the last Assembly session, the State Government had passed the Orissa Panchayat Laws (Amendement) Bill, 2011 to amend the Oriss Gram Panchayat Act, 1964, Orissa Panchayat Samitee Act and the Orissa Zilla Parishad Act to enhance the quota for women from 33 percent to 50 per cent.  By amending the Panchayat laws, the Bill had also provided reservation of the seats and offices of chairpersons for two terms instead of a single term since it was felt that a single term did not attract more candidates to participate in the election.
