Qualifications for Vice Chancellors scrapped

Bowing to pressure from State Governments and the private university lobby, the University Grants Commission (UGC) has abolished the minimum qualifications prescribed for appointment of Vice Chancellors (V-Cs). The decision, made with the tacit support of the HRD Ministry and kept under wraps for two months, has left senior academics furious.

Two years ago, an expert committee headed by former University of Madras V-C S P Thyagarajan had framed minimum qualifications for V-Cs. It formed part of the UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for Maintenance of Standards in Higher Education 2010.

In mid-July, a Committee to Revisit the UGC Regulations 2010, headed by IIT Kanpur Board Chairman M Anandakrishnan, had submitted its report upholding the qualifications. However, within a few days of its report, the UGC at its 487th meeting held on July 18 and 19 decided to scrap the qualifications.
