HYDERABAD: The High Court on Tuesday set aside a notification issued in  March 2005 for acquiring 47 acres of land at Vattinagulapally village in Rajendranagar mandal in Ranga Reddy district for establishing an IT park.Allowing a batch of 21 writ petitions, judge L Narasimha Reddy  faulted bureaucracy’s approach to land acquisition without referring to the orders of the government and the master plan. He said that the proceedings under the Land Acquisition Act were put to gross misuse and the orders of the government and the master plan violated with impunity. Though the land was initially acquired for the IT Park when it was noticed that it fell within the conservation zone and under GO 111, steps to withdraw the notification was under way. However, the Housing Board stepped in to carry the acquisition forward.Tracing the change of purpose to a single communication from the managing director of the Housing Board, the judge faulted the bureaucracy for violating business rules and dubbed the action as ‘blasphemy of law’.
