CHENNAI: The State government was directed by the Madras HC to implement in its letter and spirit all the rehabilitation measures and welfare schemes for beggars and unsound people. The First Bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam gave the direction on August 4 while disposing of a public interest writ petition from A Ramesh Manikandan.
In its counteraffidavit, the government listed the various rehabilitation measures and welfare schemes being carried out for the beggars and mentally unsound people. It had been taking all necessary steps to eradicate begging and to rehabilitate them, the counter added.The bench of the HC disposed of the petition with a direction that the government should carry on with the implementation of all the rehabilitation measures not only in letter, but also in spirit, so that the underprivileged and deprived class of the society like beggars and the mentally ill were given due protection in accordance with the principles enshrined in the Constitution.
