THIRUVANANTHAPURAM: The Additional Director-General of Police (Prisons) is likely to submit the report to the Home Secretary on Thursday on the issue regarding allowing relaxation in the imprisonment period of jailed Kerala Congress(B) leader Balakrishna Pillai. The Home Department had sought the opinion of the ADGP (Prisons) in the matter after Balakrishna Pillai filed a remission plea seeking relaxation of sentence on the basis of Article 161 of the Constitution. The ADGP in his report is learnt to have stated that past records of similar cases had to be taken into account while taking a decision on the matter. According to sources, the sentence of about 1500 prisoners was suspended in the state in past based on Article 161.Article 161 of the Constitution deals with the power of the Governor to grant pardons and to suspend, remit or commute sentences of any person convicted of any offence against any law relating to a matter to which the executive power of the State extends.
