Steps
Create 2 Sims in Create-a-Sim. One MUST be an adult or young adult, the other obviously will be the teenager (note that this doesn't work with Sim children as they cannot cook or work) you'll be playing with so make him/her good.
Move them into a normal house. It doesn't need to be magnificent. You can use the cheat "freerealestate" to get a free house.
Once that's done, send the teenager off into town and get the adult to cook. Make him/her stop when they've put it in the oven.
A fire should start, your Sim hop about screaming about it and then (hopefully so it works)the adult will die. Grim reaper comes, etc.
And you're done, just move the grave somewhere and you'll be able to live as a teenager on your own.
Alternative Method
Create an adult Sim in CAS. Make them the gender of the teenager you want but don't worry about looks. Assign the traits you want though.
Move the Sim into the house as you would a normal family.
Turn on "testingcheatsenabled true" and shift+click the Sim, then choose "Edit Sim in CAS".
Once CAS loads, change the Sim's age to a teenager and then edit them as a teenager as you would a normal Sim.
When you're done editing, click the tick on the bar along the bottom. You will be returned to the ordinary game with a teenage Sim.
Alternative Method
Create the teenage Sim of your dreams that you are going to play with.
Create a random adult or young adult Sim.
Move them into a house as you would normally.
Open the cheats window CTRL + SHIFT + C
Type in ' Testingcheatsenabled true ' without quotation marks, then click enter.
Play as your teenage Sim, and shift click on your adult Sim -Shift Click = pressing shift and clicking at the same time-
Click on Object...
Click Delete.
Your adult Sim will be gone! - This method is better than killing your adult Sim because your other Sims won't mourn for their loss and won't even realize that he's / she's gone! However, it might cause save game glitches.
