The 1987 circular to Navodaya Vidyalayas states that children should not be allowed to go home except during government approved holiday seasons.

New Delhi: After being targeted by the opposition over an official circular that reportedly stated that Navodaya Vidyalaya schools should stay open on Christmas in order to observe Good Governance day, the government has found an ammunition to hit back at the Congress.

The BJP-led government at the Centre has released a copy of a circular issued by the then Congress government in 1987 to Navodaya Vidyalayas states that children should not be allowed to go home except during government approved holiday seasons. It states students must celebrate all other holidays at the residential schools.

The opposition on Wednesday had demanded a clarification from the government on whether the circulars were issued by them. The opposition has said that it wants to bring a privilege notice against human Resource Development Minister Smriti Irani and Parliamentary Affairs Minister Venkaiah Naidu.

The government had refuted reports of plans to keep schools open on Christmas to observe Good Governance day and said that students are not being asked to come to schools. "There is an essay competition planned, but it is voluntary and online," she said.

The Navodaya Vidyalaya Samiti had issued a circular saying the government wants all schools to celebrate the birthday of former Prime Minister Atal Bihari Vajpayee on December 25. It wanted schools to carry out essay writing, quiz and debating competitions on good governance on the day.

Terming the move as "offensive and unjustifiable", opposition parties had demanded the withdrawal of government's directive saying it was an "assault" on the religious right of Christians.
