BANGALORE: The sufferings of residents in HBR and Telecom layout highlights the negligence of people holding power. Its not just a drainage problem that worry’s them. Over many year of complains the road to 5th Block HBR layout from Ring Road is still incomplete and is in a deplorable condition. The roads have neither been tarred nor maintained. This particular stretch of road is a short cut to Hennur Bande the road to the new airport.Another serious problem the people face is the open drainage. Though the main sewage drain for the layout, the condition of the drain is as bad as that of the road. The side walls of the drain are also not well constructed.  The sewage from Arkawati,  Telecom, HBR Layout and other adjacent  residential pours into Arkawati lake. The stagnant waste water spread a foul smell in the area. It also acts as an ideal breeding ground for mosquitoes. With monsoon close at hand this area is at high risk of epidemic diseases.“The open drain in the layout has been in the same condition for over 10 years. We have been complained to the BDA and the corporation about it. However, no action has been taken so far, “ said Devanand, a resident in Telecom  layout. The BBMP was not taking up responsibility claiming the land belongs to the BDA. But an equally cold response from  BDA authorities only adds to the woes of the people living there. “We had complained to MLA K J George. He told us the bill has been passed and immediate action would be taken for concreting drainage side. But the condition is going from bad to worse,” he said.Kiran Kumar, another resident who has been living in the layout for the last three months said, “Even after bringing the plight of the open drain to the notice of the BBMP, they claim that area comes under the BDA. They said that ‘untill our area (just before the Telecom Layout) we have covered it with the net. The rest of the area falls under the BDA.”John, another resident, said, “Its not a matter concerning only me or our layout but a one. When we all approached the corporator in August 2010, he had promised that the  required solution would be put into action after the rain but nothing was done.’’According to Vidhya, a resident “There is no proper way to collect or dispose household wastage.”  Even the septic tank outlets are discarded during night, adding to the list of problems. Though Telecom Layout is a fast growing residential area, it is surrounded by stagnant sewage water on three sides.The property was acquired by the BDA over 10 years ago. “But other than collecting taxes they have done nothing to maintain the area under them,” said a resident. When enquired, the BDA officials denied the fact that, this area belongs to them.
