BHUBANESWAR: The case of a married woman’s death has landed before the Police Complaint Authority here after the deceased’s brother submitted a complaint raising questions against the investigating officer (IO) and seeking further investigation into the matter.Sulekha Dalai, wife of Trilochan Rout, was found hanging from a ceiling fan in her in-law’s house at Kishoripal in Talcher on February 5. Though the police registered a case of dowry torture, the deceased’s brother Sarada Prasanna Dalai suspected foul play. Basing on the information he collected through RTI on the forensic evidence, photographs and post-morterm report, Dalai submitted a petition before the Registrar of Police Complaint Authority, the Lokpal in Orissa, alleging that there has been serious abuse of duty and authority by the IO. Raising questions on post-mortem report, the complainant has alleged that the findings had been contradictory at best since the nature and manner of death are not in conformity with the ligature mark on the body of his sister. The complainant also questioned the photographs taken at the spot and used as evidence. The pictures sent to FM&T Department, SCB Medical College, Cuttack were taken by the IO, not the scientific team, he added.
