HYDERABAD: Legal heirs enjoying surplus agricultural land will have to face the music for the offence committed by their father or grandfather.A bill to reopen old cases under the Land Ceiling Act was adopted by the Assembly on Tuesday.The AP Land Reforms (Ceiling on Agricultural Holdings)(Amendment) Bill 2001, introduced by minister D Sridhar Babu, aims to reopen past cases in which landlords declared false information and enjoying vast extent of lands.It aims at improving the conditions of poor agriculturalists and to curb the concentration of the land in the hands of a few people by taking over the ceiling surplus land and to distribute it to the poor.In some cases surplus land holders got favourable orders from tribunals by filing wrong declarations, suppressing land holdings by way of benami transactions, thereby defeating the main object of the Act.GRAFT IN NREGS: The House adopted another bill, The AP Promotion of Social Audit and Prevention of Corruption Practices Act, 2001 to deal firmly with those involved in corruption in the implementation of NREGS.Introducing the bill, rural development minister D Manikya Varaprasada Rao, said there were no such Act in any state."Kiran Kumar is firm on rooting out corruption.Hence the bill," he said.Opposition members wanted more transperency in the implementation of NREGS.The bill replaces an Ordinance promulgated on August 19, 2011.ATMs IN TAX NET: Another bill, AP Tax on Professions, Trades, Callings and Employments (Amendment) Bill, 2001 was adopted by the House.The bill brings bank ATMs under tax purview.Introducing the bill, minister Dharmana Prasada Rao said the HC had, in an order in 2008, held that there was no distinction between the activities of a bank's headquarters office or branch and extension counter or ATM.The tax per each ATM will be Rs 2,500 per annum.VIZAG LAW VARSITY: The House also adopted AP University of Law (Amendment) Bill, which changed the name of the Law university at Visakhapatnam from Andhra Pradesh University of Law to Andhra Pradesh National Law University.CO-OP SOCIETIES: The House also adopted AP Cooperative Societies (Amendment) Bill, 2012, which empowers the government to extend the expired managing committee for a maximum of one year.However, protesting the government's failure to conduct elections to coop societies, TD members walked out.MUNICIPAL LAWS: A sixth bill adopted was the AP Municipal Laws (Second Amendment) Bill, 2011.
