Discuss single-board plans with states: BJP to Sibal
Proposal for a single national board for 12th exam has been put forward by HRD.

New Delhi: BJP leader M M Joshi on Wednesday asked the Centre to take state governments into confidence before taking a final call on HRD Minister Kapil Sibal's proposal for a single national school board for class XII

exams.

"Since India has a federal structure, it is up to the state governments to accept any such proposal as education is in the Concurrent List of the Constitution.

The H R D Minister (Kapil Sibal) can have his say in CBSE only as it is controlled by the central government," Joshi, former HRD Minister, told reporters in New Delhi.

Joshi, BJP's deputy leader in the Lok Sabha Sushma Swaraj and NDA convener Sharad Yadav earlier on Wednesday attended a meeting of Education Ministers of three NDA-ruled states here.

Sibal said government will set in motion a consultation process with the aim of making Class-X board exam in CBSE optional by 2010.

However, he appeared to be having second thoughts on the proposal for a single national board for 12th examination.

Joshi said while Education Ministers of NDA-ruled states have not sent a note of dissent to the HRD ministry, they have forwarded their suggestions on education reforms.

"There had been voices of dissent from states like Rajasthan, Maharashtra, Orissa and West Bengal," he added.
