Moving a step ahead to fulfil its poll promise of setting up a women protection force and regularising all contractual posts, the AAP government on Tuesday approved setting up of two high-level committees to give recommendation and work out the modalities.
Delhi Cabinet gave its approval for setting up of both the committees and Chief Secretary SK Srivastava has been appointed as the chairperson.
The Committee to address the issue of temporary, contractual and casual employees in all departments and autonomous bodies under the government's control would submit its report in one month.
The Committee on women security force or Mahila Suraksha Dal (MSD) has been given time till February 15 to submit its report.
"The Committee on MSD has been asked to work out the modalities for the recruitment of retired army personnel from other similar services who would assist the Home Guards in providing security to women. However, this women security force will have no police powers," said a government official.
The terms of reference for this committee also includes giving recommendations on a number of additional courts required to function as special fast-track courts for trials of criminal cases involving heinous crimes against women, the official added.
"As the Delhi government has proposed to set up an adequate number of fast-track courts to complete trials in heinous crimes against women within three to six months, the committee would give recommendations in this regard," said the official.
Besides the Chief Secretary, other members of the committee are Principal Secretary (Home), Director General of Home Guards and Director of Women and Child Development.
However, the committee has been given the mandate induct more members in case the need arises.
"The entire financial burden of setting-up this force will be borne by the Delhi government," said the official. Besides setting up a committee to formulate policy on regularising contractual posts, in a major relief to over one lakh contractual workers the government also put a stop on removal of temporary employees working in various departments till the process of recruitment based on new criteria is not completed.
The high-level 13-member committee is being headed by Chief Secretary Srivastava and comprises two retired IAS officers, Prakash Chandra and Prafful Karketa, besides secretaries of finance, law and urban development departments among others.
The committee would take all the legal, technical and financial aspects into account in formalising the policy and finalising the recruitment process. A time frame would also be decided upon by the committee to regularise these posts.
As far as recruitment process is concerned, focus would be on age relaxation and work experience in addition to skills of the employees.
The Aam Aadmi Party in its election manifesto had promised setting up of women security forces and regularising all temporary posts.
