THIRUVANANTHAPURAM: Chief Minister Oommen Chandy has said that it was important to have proper evaluation of projects for their time-bound implementation in the Twelfth Five Year Plan. Chairing an all-party meeting on the approach paper on the 12th Plan at the Chief Minister’s conference hall here on Thursday, he said when the implementation of the projects were delayed it would add to the cost of the project and ultimately delay the benefits from the project.He pointed out that in spite of the fact that one-third of the Plan outlay was  allotted to the three-tier panchayat institutions there was a lack of interest in convening grama sabhas. The chief minister asked the political parties to take care of this and ensure the convening of the grama sabhas.Minister for Planning K C Joseph said government aimed to promote planning with a human face.  Industries Minister P K Kunhalikutty said  all issues including the modernisation of  KMML, Chavara, would be taken up after working out a consensus with political parties. Leaders of various parties who attended the meeting presented their views about the approach paper. CPI state secretary C K Chandrappan, BJP State president V Muralidharan, Planning Board vice-chairman K M Chandrasekharan, Planning Board members  C P John, G Vijayaraghavan, Socialist  Janata Democratic leader Varghese George, C K Nanu of JD(S) and G Sugunan (CMP) attended the meeting. CPM leaders were conspicuous by their absence.
