BHUBANESWAR: To meet the target of training one million youths in various employable skills during the 12th Five-Year Plan, the State Government has decided to convert district employment exchanges into career guidance centres. “All the district-level employment exchanges will be converted into offices of the Employment Mission and will operate as career guidance centres for unemployed youths,” said Chief Secretary B K Patnaik after attending a conference at ‘Skill Odisha Summit’ here on Friday. On the basis of screening and assessments done at these centres, eligible youths would be imparted skill training in different sectors, the Chief Secretary said. The State Government targets to impart skill training to at least one million persons against the Centre’s target of 2.78 million. At present, there are about 800 technical institutions and training centres in the State with yearly intake capacity of 1.34 lakh students. Around 70,000 youths will have to be trained outside these institutions each year in association with private training partners, he said. Patnaik also stressed imparting training on activity-based skills in agriculture and horticulture operations as these sectors have huge employment as well as growth potential. The potential sectors, which the State Government has identified for imparting training, are construction, apparel, driving, manufacturing, hospitality and service industry. According to the strategy paper ‘Market Linked Skill Development Training Programme for Unemployed Youth’ released on Friday, the State Government has set tentative targets to train 10 lakh youths in different sectors. While the State Government targets to train two lakh youths each in construction and textile sectors, 1.5 lakh unemployed persons would be trained in driving and manufacturing sectors. Similarly, the projected figure for manufacturing, health, security guards, hospitality, IT/ITes (Information technology/IT enabled services) and retail is 50,000 each. For telecom, banking and other miscellaneous sectors about 50,000 youths would be trained in the 12th Five-Year Plan, the paper said. Dillip Chenoy of National Skill Development Corporation (NSDC) said over the next 15 years, the total workforce demand for skilled jobs in Odisha is expected to grow from 76 lakh in 2011 to 135 lakh in 2026. Secretary in the Finance Department J K Mohapatra said the high growth rate has created conditions in which Odisha can benefit by increasing the number of employed in each family. Representatives from state employment missions and skill development corporations of Andhra Pradesh, Tamil Nadu, Gujarat and Karnataka shared their experiences.
