This wikiHow will show you how to send commands to Cortana without using dictation (i.e. if your microphone is broken or if you are unable to speak or hear).
Click on the search bar. This bar is labeled "Type here to search".
Enter the command. A full list of commands can be obtained by typing "help" and choosing the "?" or the "????" button. You can use the same functions and commands that are found in How to Use Cortana.
Choose the command under "Cortana". This will send the command to Cortana. Cortana will process your command and give output.
